yes pretty much! there is a certain trick to it, most colored pencils are water resistant, the wax is called a resist and the water just bubbles over it and doesnt soak into the paper, the other sort of pencil is water soluble, those act like colored pencil but with water they melt into the paper and dissolve spreading the color. ive been drawing with both types, and going back and forth, as long as it is a water medium it's anything goes.
